start with a base:
If you want, you can duplicate the base set to screen. I didn't for this icon.
make a new layer. fill it with #08142a and set it to exclusion 100%
then, make a new channel mixer layer.
settings:
red= 128,-40,0
green= -15,95,20
blue= -55,55,135
finally make a hue/saturation/lightness layer
settings:
master= 34
red= 17
cyan= 28
blue= 25
these settings might need to be adjusted for your icon. =)
